Vision
Municipal Agricultural and Biosystems Engineering Office (MABEO) as the LU’s agricultural and biosystems engineering arm ensures the effective and efficient planning and implementation of agricultural, fisheries and biosystems engineering, mechanization, infrastructure and irrigation programs and programs and projects that will modernize the agriculture and fishery sector, thus facilitating the sustainable increase in its productivity and competitiveness.
Mission
1.) Formulate and implement Municipal Agricultural and Fisheries Mechanization Plan for approval by the Sangguniang Bayan (pursuant to Section of RA No. 10601);
2) Formulate and implement Municipal agricultural and biosystems engineering (ABE) Master Plan/Program with the following components:
(a) agricultural and fisheries mechanization;
(b) soil and water conservation and irrigation;
(c) farm-to-market road network plan;
(d) post-harvest and agro-water processing;
(e) agricultural and biological waste utilization and management; and
(f) Renewable Energy Program for Agri-Fishery Sector;
3.) Provide ABE services which include engineering survey, preparation and evaluation of plans, designs, technical specifications, feasibility studies and cost estimates/program of work; and administer, undertake, and coordinate the construction, operation, improvement and management of devolved and mandated ABE facilities and projects;
4.) Undertake ABE Regulatory Activities in coordination and collaboration with BAFE throughRAED, concerned NAs and other offices of the LGUs;
5.) Maintain and regularly update the municipal databank on irrigation, post-harvest facilities, agricultural and fishery machinery and equipment, and agricultural and biosystems infrastructure projects through the Agricultural and Biosystems Engineering Management Information System (ABEMIS);
6.) Provide training and extension to the farmers and fisher folks particularly in the proper operation and maintenance of their irrigation, post-harvest facilities, AB machinery projects in coordination with the agriculture and fisheries extension workers;
7.) Undertake and/or coordinate the pilot testing and commercialization of matured ABE technologies
8.) Provides assistance in the organization and operation of the Agricultural and Fishery Mechanization Committee (AFMeC) of the Municipal Agricultural and Fishery Council and the Municipal Chapter of the PSABE, and mobilize ABEs to support the local implementation of AF mechanization and infrastructure projects; and
9.) Coordinate with the concerned national government agencies (NGAs) with regard to the implementation of national government programs and projects on irrigation, farm mechanization, post-harvest facilities, farm-to-market roads and agricultural, fisheries and biosystems infrastructure.
Mandates and Functions
The planning, coordinating, regulating and implementing body of the Municipal LGU on agricultural, fisheries and biosystems engineering, mechanization and infrastructure, and irrigation programs, projects and services (Sec. 29, RA No. 10601, DA-CSC-DBM-DILG JMC No. 2, series of 2020 and Section 34 of RA No. 10915).
Office Regular Programs and Projects
1.) Small-Scale Irrigation Systems irrigation a. Solar-powered, gravity-fed, or pump-based b. Supports rice, corn, and high-value crop production areas.
2.) Establishment of Postharvest and Processing Facilities a. Multi-purpose drying pavements b. Mechanical dryers and warehouses c. Rice/corn mills and food processing centers.
3.) Construction of Greenhouses and Nursery Structures a. For vegetable, fruit, and ornamental production.
4.) Construction and Maintenance of Drainage and Soil Conservation Structures.
a. Erosion control, small water impounding systems (SWIS), diversion dams, and canal linings.
Services Offered
1.) Preparation of Municipal Agricultural and Fishery Mechanization Plan covering a 5 year period and undertake, coordinate and monitor its implementation
2.) Formulation of Municipal ABE Master Plan/Program with the following components:
(a) AF mechanization;
(b) soil and water conservation and irrigation;
(c)farm-to-market road network plan;
(d) post-harvest, agro-processing and agro-industrial development;
(e) agricultural and biological waste utilization and management; and
(f )Renewable Energy Program for Agri-Fishery Sector for approved by the Sanggunian (Joint DA-DILG MC No. 11, series of 2024 in relation to RA No. 10915).
3.) Engineering survey, preparation and evaluation of plans, designs, technical specifications, feasibility studies and cost estimates/program of work; and administrator, undertake, and coordinate the construction, operation, maintenance, improvement and management of the following programs and projects of Municipal LGU:
a. Irrigation, Soil and Water Conservation Projects (SWIPs, Diversion Dams, Communal Irrigation System, Bio-Eng’g for flood control);
b. Agri-Fisheries machinery and infrastructure of extension and on-site research centers (demo farms, etc.);
c. Post harvest facilities (MPDP, warehouse, slaughterhouses and for fishing communities);
d. Agri-Fisheries Machinery and Equipment Service Centers;
e. Farm-to-Market Roads;
f. AB Waste Management Facilitates (Biogas, composting, etc.); and
g. ABE Projects for Local Climate Change Action Plan-Renewable Energy for agri-fishery sector, etc.

5.) Undertake ABE Regulatory Activities in coordination and collaboration with BAFE through RAED, concerned NAs and other offices of the LGUS
a. Enforcement of Ordinance No. 2021-35 Registration of Ownership of Agricultural and Fisheries Machinery and Equipment in accordance with the joint memorandum circular no. 2018-02 by the Department of Agriculture and Department of Interior and Local Government.
b. Enforcement of PABEs in procurement of agri-fisheries machinery and infra projects
c. Undertake the Enforcement of PABES in building permit.
d. Assistance to BAFE and RAED on the permit to operate application of MFADDIE
6.) Establish, maintain and regularly update the municipal data-bank on irrigation, post-harvest facilities, agricultural and fishery machinery and equipment, and agricultural and biosystems infrastructure projects through the Agricultural and Biosystems Engineering Management Information System (ABEMIS).
