What is PESO?
The Public Employment Service Office or PESO is a non-fee charging multi-employment service facility or entity established or accredited pursuant to Republic Act 8759 otherwise known as the PESO Act of 1999.

To carry our fulfillment and equality of employment opportunities for all, and for this purpose, to strengthen and expand the existing employment facilitation service machinery of the government particularly at the local levels there shall be established in all capital towns of provinces, key cities, and other strategic areas a Public Employment Service Office. Hereinafter referred to as PESO which shall be community – based and maintained largely by the Local Government Units (LGUs), Non Government (NGOs) Community Based Organization (CBOs), Universities and Colleges, Technical and Vocational Institution, as well as those institutionalized by virtue of legislative actions of local government coordination and technical supervision, and to the DOLE central office, to constitute the national employment service network.

Objective of PESO
General Objective

Ensure the prompt, timely and efficient delivery of employment service and provision of information on the other DOLE programs.

Specific Objectives

  1. Provide a venue where people could explore simultaneously various employment options and actually seek assistance they prefer;
  2. Serve as referral & information center for various services and programs of DOLE and other government agencies present in the area;
  3. Provide clients with adequate information on employment and labor market situation in the area; and
  4. Network with other PESOs on employment for job exchange purpose.

 Office Vision and Mission

The Public Employment Service Office of Alamada as an
employment facilitation office managed by dedicated,
sincere, competent, efficient, and respectful personnel
providing employment facilitation services where people
can explore various employment options, job matching
and counselling, job referrals and manpower development
to contribute to the improvement of labor industry of the
municipality being an Agri-Ecotourism center of Cotabato
Province.

 

Office Mandate and Functions

General Mandate:
The Public Employment Service Office (PESO) is mandated to:
Serve as a non-fee charging multi-employment service facility
to facilitate employment and access to livelihood opportunities.

 

Core Functions / Mandates of PESO:
Under Section 3 and Section 5 of RA 10691, PESOs are tasked
to perform the following:

1. Employment Facilitation
i. Match jobseekers with available employment
opportunities both local and overseas.
ii. Provide referral and placement services through job
fairs, online job portals, and direct employer
coordination.

2. Labor Market Information (LMI)
i. Gather, classify, and disseminate labor market
information to jobseekers, students, employers, and
policymakers.
ii. Maintain a registry of skills and inventory of
establishments within the locality.
iii. Conduct career guidance and employment coaching
based on LMI.

3. Career Guidance and Employment Coaching

 i. Conduct regular career guidance and employment
coaching programs in coordination with DepEd, CHED,and TESDA.
ii. Assist in career decision-making and skills development
planning for youth and jobseekers.

4. Referral and Placement
i. Refer qualified jobseekers to employers with job
vacancies.
ii. Facilitate placement for both wage and self-
employment.

6. Special Employment Programs
Implement programs such as:
i. Special Program for Employment of Students (SPES)
ii. Government Internship Program (GIP)

7. Networking and Linkages
i. Coordinate with DOLE, POEA, OWWA, DMW, TESDA,
DTI, DepEd, CHED, LGUs, employers, and labor
organizations to strengthen employment facilitation
networks.

8. Employment Promotion and Advocacy

ii. Conduct job fairs, career forums, and employment
summits.
iii. Promote labor market policies, equal employment
opportunities, and decent work standards.

9. Monitoring and Evaluation
i. Submit regular reports on local employment situation
and PESO accomplishments to DOLE.
ii. Participate in planning and policy formulation concerning
employment promotion and labor market development.
